Over the past decade, thousands of programmes and projects around the world have worked to open data and use it to address a myriad of social and economic challenges. Meanwhile, issues related to data rights and privacy have moved to the centre of public and political discourse. As the open data movement enters a new phase in its evolution, shifting to target real-world problems and embed open data thinking into other existing or emerging communities of practice, big questions still remain. How will open data initiatives respond to new concerns about privacy, inclusion, and artificial intelligence? And what can we learn from the last decade in order to deliver impact where it is most needed?

Situating Open Data : Global Trends in Local Contexts by Danny Lämmerhirt Open data and its effects on society are always woven into infrastructural legacies, social relations, and the political economy. This raises questions about how our understanding and engagement with open data shifts when we focus on its situated use. To shed a light on these questions, Situating Open Data provides several empirical accounts of open data practices, the local implementation of global initiatives, and the development of new open data ecosystems. Drawing on case studies in different countries and contexts, the chapters demonstrate the practices and actors involved in open government data initiatives unfolding within different socio-political settings. The book proposes three recommendations for researchers, policy-makers and practitioners. First, beyond upskilling through data literacy programs, open data initiatives should be specified through the kinds of data practices and effects they generate. Second, global visions of open data implementation require more studies of the resonances and tensions created in localized initiatives. And third, research into open data ecosystems requires more attention to the histories and legacies of information infrastructures and how these shape who benefits from open data flows. As such, this volume departs from the framing of data as a resource to be deployed. Instead, it proposes a prism of different data practices in different contexts through which to study the social relations, capacities, infrastructural histories and power structures affecting open data initiatives. It is hoped that the contributions collected in Situating Open Data will spark critical reflection about the way open data is locally practiced and implemented. The contributions should be of interest to open data researchers, advocates, and those in or advising government administrations designing and rolling out effective open data initiatives.

Open Data and the Knowledge Society by Bridgette Wessels; Rachel Finn; Kush Wadhwa; Thordis Sveinsdottir While there is a lot of talk about how we now live in a knowledge society, the reality has been less impressive: We have yet to truly transition to a knowledge society-in part, this book argues, because discussion mostly focuses on a knowledge economy and information society rather than on ways to mobilise to create an actual knowledge society. That all may change, however, with the rise of open data and big data. This book considers the role of the open data movement in fostering transformation, showing that at the heart of any successful mobilisation will be an emerging open data ecosystem and new ways for societal actors to effectively produce and use data.

An Open Data platform for decision making in local public administration by Matteo Massenzio; Giuseppe Sindoni This paper presents the Milan Open Data (OD) platform as a means to provide statistics and data in the framework of "Data-Driven Milan", a city where policy decisions are taken in an "informed and aware" way using data. Open Data are ever more important in providing citizen communities with useful information. Over the last 10 years, the municipality of Milan has developed its OD platform from an experimental portal to a fully-fledged portal with more than 1,600 datasets, implemented a Linked Open Data (LOD) system and 8 advanced data visualization projects, and produced OD policies and operating guidelines. The OD portal is based on the CKAN technology, which makes datasets available via both download and Application Programming Interfaces. It currently has about 9,000 unique visitors per month. Data are also published as tables on the statistical portal and maps on the geo-portal. A single entry point to the three portals is about to be released. The advanced visualization projects make data available as reader-friendly graphics. Depending on its topic, a project might be a storytelling of the city through key statistics, a means to communicate the administration's achievements, or a "data democratization" operation, such as "Open bilancio", which publishes detailed information about the municipality's annual budget. LOD are semantically enriched and machine-readable data that help to implement data interoperability between distributed systems. The ongoing LOD automation project aims to improve the current system by minimizing manual operations in the dataset lifecycle. Three Municipal Resolutions have been issued to define OD governance: the first establishes that data are released under an Open License, to promote the digital economy; the second promotes data interoperability and quality; and the third, issued in 2021, establishes the guidelines and an operating model for OD governance, including ontology-supported data publishing.
