Defining statelessness

STATELESS PERSONS

People who are not considered by any state as nationals and who therefore lack citizenship rights of any sort. The UNHCR estimates that there are twelve million stateless persons, who are not necessarily refugees. The situation may arise either when a state ceases to exist (e.g. Palestine) or when a state refuses to recognize people as citizens, for example, Bihari and Urdu speakers in Bangladesh.
